Ciesla: why Earth has water is a mystery, because especially early on in the solar nebula the area where the Earth formed was too hot for water to incorporate into a solid body.

Frost line of the Solar System around 5 AU. Beyond the asteroid belt, water ice is abundant: a minor component of Europa, almost half the mass of Ganymede, Callisto, and Titan; key ice on Triton.

Venus deuterium suggests it once contained amounts of water comparable to Earth. Mars once possessed a surface water budget between 0.01 and 1 times that of Earth.

Paper I does not solve delivery. The live sequence still reads outer ice worlds as wet stages. It does not move ice inward as a derived law.
